First org enablement

Create the first organization and Organization admin in a private environment.

Before enablement, separate Super admin from Organization admin, and confirm instance capability is ready: Super admin and platform capabilities.

Sign in to the admin console as Super admin.
Create an organization—name, size tier, and contact.
Create or bind an Organization admin (dodospeak_org_admins—do not mix with the platform Super admin table).
Confirm the org commercial stage (trial / paid) and practice gates match expectations.
Sign in as Organization admin; finish Classes and teachers and data import; practice policy: Org policy and enablement.
