Goal: Move the instance from install to “Organization admin can take over teaching,” and accept with the checklist.
Scenario example
Delivery week: install done → Super admin signs in for Bootstrap → capability packs and speaking engines match the delivery agreement → (as needed) confirm data integration and email under Integration config → create the first org and Organization admin → hand off so the business side runs the Organization admin workflow smoke → tick the go-live checklist.
